India Fights Rural Affordability and Launches LEAF to Accelerate EVs.

India has taken a fresh step toward accelerating electric mobility with the launch of the Light Electric-Vehicle Acceleration Forum (LEAF), led by Union Minister HD Kumaraswamy. The industry-backed platform brings together key players such as Hero MotoCorp, IPEC India, and Ather Energy to promote faster adoption of electric two- and three-wheelers. The initiative emphasizes the need for reliable, accessible, and interoperable charging infrastructure, alongside stronger government-industry collaboration to position India as a global exporter of affordable EV solutions.

 
However, challenges around affordability and scalability continue to hinder widespread adoption, particularly in rural areas. With households spending nearly 18% of their income on transport, the higher upfront cost of EVs remains a major barrier. While rural EV registrations are growing at 34% year-on-year, electric car adoption is still limited due to cost concerns and inadequate charging infrastructure. Government incentives under schemes like PM E-DRIVE provide some relief, but may not be sufficient to bridge the gap.
 
Competition in the EV sector is intensifying, with Ola Electric, TVS Motor, and Ather Energy leading the market. Despite this, EV penetration in India remains low at around 4%, significantly behind countries like China.
 
Infrastructure gaps, including a high EV-to-charger ratio and policy uncertainties, further slow progress. While LEAF signals strong intent, achieving mass EV adoption will require sustained investment, expanded infrastructure, and practical policies aligned with consumer affordability, especially in rural India.
